Sandra Safro is a member of Sutherland’s Energy and Environmental Practice Group and focuses on regulatory, policy and transactional issues related to a broad range of energy and environmental matters.

Sandra’s practice includes a particular focus on natural gas issues related to the regulation of the transportation of natural gas by the Federal Energy Regulatory Commission (FERC) and state agencies, the development of shale gas and the evolving regulation of hydraulic fracturing, FERC and the Department of Energy’s (DOE) regulation of liquefied natural gas (LNG) exports and the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) regulation of pipeline safety. Sandra also has experience on a broad range of topics related to the regulation of the transportation of oil by pipeline, at FERC and by the states. At the federal level, Sandra represents clients before FERC on issues related to interstate natural gas and oil pipeline rates and terms and conditions of service. At the state level, Sandra represents clients in utility rate cases before state commissions and advises clients on a variety of licensing and registration issues related to their natural gas activities.

Sandra has experience advising clients on commercial agreements including precedent agreements related to pipeline construction projects, natural gas transportation agreements and asset management agreements. Sandra also has worked closely with partners on the LNG Team to advise clients on existing and proposed federal and state laws related to LNG, and on issues surrounding the siting of LNG terminals. Lastly, Sandra works closely with members of Sutherland’s Energy Policy and Government Affairs Team to monitor evolving regulations at the federal, state and local levels related to shale gas production and development.

Before joining the firm, Sandra served as a summer associate in Sutherland’s Washington, D.C., office. She worked as a judicial intern for the Honorable Loren A. Smith of the U.S. Court of Federal Claims and for the Honorable John H. Bayly, Jr. of the District of Columbia Superior Court. Sandra also worked as a research assistant for Professor Marshall Breger at the Catholic University of America Columbus School of Law.
