Rich Noland, a member of Sutherland’s Energy and Environmental Practice Group, concentrates his practice in the public utility regulatory law area, representing electric utilities, power marketers, independent power producers, retail electric providers and other energy companies, as well as large industrial energy users. He has been involved in a variety of natural gas and electric rate, restructuring, and certificate proceedings before the Federal Energy Regulatory Commission (FERC) and state regulatory agencies, including public utility commissions in Texas, Arkansas, Georgia, Iowa, Virginia, West Virginia and other states. Rich’s appellate experience includes arguments before the U.S. Court of Appeals for the D.C., Third, Fourth, Fifth, and Ninth Circuit, as well as in Texas State Courts.
