Tello has authored the Tax Management Portfolio, Payments Directed Outside the United States –Withholding and Reporting Provisions Under Chapters 3 and 4, No. 915-3d. The Bureau of National Affairs (BNA) recently published the portfolio, which is an update of a previously published version also authored by Ms. Tello.
The revised portfolio includes a detailed discussion and analysis of the new Foreign Account Tax Compliance Act (FATCA) provisions (enacted as part of the Hiring Incentives to Restore Employment (HIRE) Act), as well as an update of the materials relating to the withholding provisions applicable to foreign persons and the interaction with the 1099 reporting and backup withholding requirements.

Ms. Tello focuses primarily on international tax matters. Her practice includes a broad range of cross-border tax planning and Internal Revenue Service (IRS) controversy matters for both business entities and individuals. She has particular experience in cross-border restructuring transactions, inbound corporate transactions, withholding matters, and treaty interpretation issues, as well as cross-border taxation of corporate executives and the U.S. taxation of non-U.S. citizens. Ms. Tello recently published an article on FATCA in the May 14, 2010, issue of Tax Management International Journal (Vo. 39, No. 5) entitled "Reporting, Withholding, and More Reporting: HIRE Act Reporting and Withholding Provisions.”
