Joel heads the firm's FDA practice, representing manufacturers and their trade associations in the industries regulated by the U.S. Food and Drug Administration.
Joel's clients have included national organizations in the medical and pharmacy professions, on both FDA and health policy/antitrust matters. He is experienced in providing a wide range of legal services including preventive counseling and business planning advice; representation in formal and informal matters at the FDA and the Drug Enforcement Administration; litigation against the Government or competitors in both trial and appellate courts, including the United States Supreme Court; drafting proposed regulatory legislation; and representing his clients' interests at all stages of the legislative process.
Joel began his legal career at the U.S. Department of Justice, handling administrative law and antitrust cases. He has been a frequent speaker at seminars and conferences sponsored by the American Bar Association and by the Food and Drug Law Institute (FDLI). From 1981-1989, he was a member of the Editorial Advisory Board of the Food Drug Cosmetic Law Journal, and he has served several terms as Chair of the Food and Drug Committee in the American Bar Association's Section of Administrative Law and Regulatory Practice, as well as a term on the governing Council of the Section. From 1996-2003, Joel was Adjunct Professor of Law at Franklin Pierce Law School, teaching Food and Drug Law, and since 1998 has taught at George Mason University Law School as well.
Joel has written numerous articles in the Food and Drug Law Journal (FDLI), The Business Lawyer (ABA Section of Business Law) and The Administrative Law Review (ABA Section of Administrative Law and Regulatory Practice).
