John Zerwas advises clients on both regulatory and transactional matters involving environmental, natural gas, energy, water and electric utility issues. He frequently represents electric providers and power marketers before various state and federal regulatory agencies.
As the former policy adviser to the Office of the Governor of Texas, Budget and Policy Division, John offers clients a wealth of knowledge about the critical issues related to and affecting the Texas Commission on Environmental Quality (TCEQ), the Railroad Commission of Texas (RRC), the Public Utility Commission of Texas (PUCT) and the Texas Low Level Radioactive Waste Disposal Compact Commission (TLLRWDCC). His insider’s knowledge and extensive rulemaking experience enable him to guide clients on new developments in environmental compliance and regulatory issues.
John’s previous experience includes serving as an attorney for the PUCT, where he represented Commission staff in numerous contested cases and other proceedings, including utility rate cases; certificate of convenience and necessity applications; complaint cases; and sale, transfer or merger proceedings. While at the PUCT, he also served as legal adviser to two Commissioners.
