James E.


James Guy counsels energy clients on a broad range of regulatory matters including litigation, compliance, enforcement, and due diligence and counseling for project development and business transactions. James serves electric utilities, power marketers, retail electric providers and electric generators, as well as large industrial energy consumers.

James has extensive experience in natural gas and electric rate restructuring, certification, rulemaking, and compliance proceedings before state regulatory agencies, including the Public Utility Commission of Texas (PUCT), the Railroad Commission of Texas (RRC). He also has assisted clients in matters before state utility commissions in Connecticut, Delaware, Illinois, Louisiana, Massachusetts, Maryland, Michigan, New Jersey, New York, Ohio, Pennsylvania and the District of Columbia. Prior to law school, James worked as a quality control manager and production supervisor for a process manufacturing company in Houston. In that role he also taught classes in leadership, management and teamwork skills and was part of a national team created to develop a company culture that encourages and supports learning and improvement. James serves Sutherland as Deputy Partner in Charge for the Austin office.
