Sutherland Lures Andrew Soto, Senior Legal Advisor to FERC Chairman, in Energy Practice Expansion

WASHINGTON (November 18, 2004) – Sutherland Asbill & Brennan LLP announced today that Andrew K. Soto will join as Counsel in the firm's Energy Group, effective November 29th.  Mr. Soto joins the firm's growing federal and state regulatory practice and is expected to focus on regulatory litigation, energy policy matters and the regulatory aspects of commercial transactions in the power and gas area.

Immediately prior to joining the firm, Mr. Soto served as senior legal advisor to Chairman Pat Wood, III at the Federal Energy Regulatory Commission, where he advised the Chairman on electric tariffs, rates and market developments, natural gas and oil pipeline tariffs and rates, pipeline certifications and LNG import facilities.

Prior to joining the Chairman's staff, Mr. Soto represented FERC in complex appellate litigation before U.S. Courts of Appeals in all areas of Commission regulation, including cases involving natural gas deregulation and capacity allocation, jurisdiction over power exchanges, cost of capital ratemaking, Trans Alaska Pipeline System Quality Bank payments, Kansas ad valorem tax refunds, qualifying facilities, pipeline construction, electric utility mergers and hydroelectric licensing.

Mr. Soto has previously served as general counsel to Energy Services, Inc., advising the state of Washington-based power marketer and consulting company on electric and gas supply contracts, regional restructuring proposals and business development plans.  He was an associate in Washington, DC, at the former Newman & Holtzinger.  Mr. Soto received his J.D. from Villanova University School of Law and his B.A. from Franklin & Marshall College.
