According to the head of Connecticut’s Department of Homeland Security, the state would need to revamp its local emergency response plans if Broadwater Energy builds an LNG terminal in Long Island Sound, but it is unclear who would be responsible for the additional costs. Speaking before Gov. M. Jodi Rell’s state-appointed LNG task force yesterday, Commissioner Wayne Sanford also said that practice drills based on the new plans should be performed multiple times. “The plan is useless unless you exercise it over and over again,” he said.

Connecticut Attorney General Richard Blumenthal also discussed safety issues raised by the Broadwater terminal during a separate meeting held last night by FERC in East Haven, Conn. “There is no prospect in this decade or the next decade of the [U.S.] Coast Guard having the resources” to protect the facility and visiting LNG vessels, he said.
