Congressman Dutch Ruppersberger (D-MD) has proposed the House version (H.R. 2042) of a bill introduced by Senators Barbara Mikulski (D-MD) and Benjamin Cardin (D-MD) that would amend the Natural Gas Act so that LNG terminal applications would require state approval.
