ConocoPhillips Alaska Inc. and Marathon Oil Co., the owner-operators of the Kenai LNG liquefaction and export facility, announced their opposition to a proposal put forward by the State of Alaska to operate the Kenai LNG facility as an open-access terminal. The state, along with private intervenors, made its request to the Department of Energy, although ConocoPhillips and Marathon contend that such decisions ought to be made by FERC. The two companies also said that such a requirement is unprecedented because none of the LNG import terminals in the United States are required to operate as open-access facilities.
