At an open meeting held on July 12 attended by NATS, FERC officials and representatives of Quoddy Bay LNG discussed a “proprietary and confidential” change in vaporization technology being proposed by the developers. The reason for the change is to reduce air pollutant emissions, especially NOx, below Maine’s 100 ton/year statutory limit on emission of regulated pollutants from “minor sources.” The change being suggested is to covert from submerged combustion vaporizers to shell and tube vaporizers, with heat recovery boilers with auxiliary firing supplying the heat of vaporization. The prime source of heat will be exhaust gas from two gas turbine generator sets supplying electrical power to the two vaporization facilities at the terminal.
