The Department of Homeland Security has fielded criticism following the agency’s announcement of approximately 77,000 potential domestic terror targets, largely based on the agency’s methodology for the selection of targets and the allocation of federal security grants.  In response to critics, DHS officials have noted the inherent difficulty in identifying and prioritizing targets in an open society. The agency has already expended significant funds in securing the nation’s nuclear plants and it intends to next review security plans and funding for the protection of LNG facilities and oil refineries.
