The California Senate Energy, Utilities and Communications Committee held a two-hour hearing on liquefied natural gas during which members and speakers discussed the Energy Policy Act of 2005, particularly the role of state legislatures in the LNG terminal siting process. Mark Robinson, the director of FERC’s Office of Energy Projects, said that while a terminal may receive federal approval, the project still requires permits issued by states for air and water quality.
