The EPA’s Renewable Fuel Standard is undergoing a massive change that will impact refiners, blenders, importers, traders and marketers in profound ways. Major changes to the proposed RFS-2 rules include: an increase in the biofuels blending mandate; the creation of four distinct market niches for different types of ethanol and biodiesel, quadrupling the regulatory burden on obligated parties; and adjustments to the Renewable Identification Number (RIN) system that can leave stakeholders at risk for fines of more than $32,000/day if they fail to comply with the complex tracking and record-keeping requirements.
This 90-minute, Web-based seminar will guide you through the steps needed to ensure you are complying with the new set of RFS-2 rules, including: an explanation of the "carve-outs" for corn-ethanol, biodiesel, advanced biofuel and cellulosic ethanol; new blending volume mandates and their likely impact on price; sweeping changes to the RIN system including alterations to the way these credits are valued and traded; new ways for producers to participate in the RIN trading system; how EPA will use RFS-2 to implement mandated cuts in greenhouse gas emissions in each biofuel production process; how to get ready for an EPA RINs audit; how land-use changes will figure into biofuel eligibility for RFS-2 mandates; changes to reporting forms for quarterly statements and yearly attestations; how to avoid duplicate or invalid RINs; and when and how EPA might invoke its special powers to halt or alter RFS-2 blending mandates.
