Sutherland Partner Thomas A. Cullinan is moderating a session during the NYU 4th Annual Tax Controversy Forum, June 15, 2012 in New York. The session examines the deference that courts must now give to Treasury Regulations and other Internal Revenue Service positions, such as revenue rulings and litigating positions, and explains what tax practitioners need to know about the Administrative Procedure Act.

A member of Sutherland’s Tax Practice Group, Tom focuses his work on tax controversies against the IRS. He has represented a large number of corporations, partnerships and high net-worth individuals in all phases of tax controversy. Tom has handled more than 100 IRS audits, and he has represented many clients before the Appeals Division of the IRS.
